The Captain reports to His Bosses for the 5th Time

Capt. Abad reports the state of the barangay for the 5th time.The seventh captain of Batasan Hills, Captain John “Jojo” M. Abad, reported to an audience of roughly 2,100 people at the SB Park, located along IBP Road, on March 26, 2016 (Saturday) at 8:30 PM. It was the fifth time that Capt. Abad elaborated to the public the state of the barangay. The State of the Barangay Address (SOBA) is being conducted every six months in compliance with the Republic of the Philippines (RP) President Benigno Simeon “Noynoy” C. Aquino III’s “Daang Matuwid” (straight path) platform and in Capt. Abad’s advocacy for transparency and communication all throughout his administration.

Capt. Abad spoke on stage for one hour and 32 minutes – enumerating his and the rest of the barangay council’s accomplishments, on-going projects and action plans from October 11, 2015 to March 25, 2016. The duration of his speech could be broken down into:

Four minutes about the Committee on Land and Housing, co-chaired by Kagawad Luisito “Tata” Z. Ludovica;

Three minutes about the Committee on Environmental Protection, also co-chaired by Kgd. Ludovica;

Six minutes about the Barangay Council for the Protection of Children (BCPC), co-chaired by Kgd. Edgar “Junjun” S. Macario, Jr.;

Four minutes about the Committee on Livelihood, also co-chaired by Kgd. Macario;

10 minutes about the Committee on Infrastructure, co-chaired by Kgd. Jhorwin D. Santos;

Seven minutes about the Committee on Transportation and Communication, co-chaired by Kgd. Charlie O. Mangune;

Six minutes about the Committee on Education, co-chaired by Kgd. Ernesto “Ernie” S. Custodio;

11 minutes about the Committee on Health and Sanitation, co-chaired by Kgd. Filomena “Luming” V. de Guzman;

Four minutes about the Committee on Women’s Concerns and Family Affairs, also co-chaired by Kgd. De Guzman;

Three minutes about the Committee on Senior Citizens’ Concerns, also under the co-chairmanship of Kgd. De Guzman;

Nine minutes about the Task Force on Youth Development (TFYD), co-chaired by still Kgd. de Guzman;

Four minutes about the Committee on Disaster Risk Reduction and Management, co-chaired by Kgd. Roberto “Bobby” B. Miras;

Eight minutes about the Committee on Peace and Order, also co-chaired by Kgd. Miras;

Four minutes about the Lupon Tagapamayapa’s supervised by Barangay Secretary Edwin P. Misolas;

One minute about the Liga ng mga Purok Leaders, under the presidency of Mr. Wenky dela Rosa; and,

Eight minutes for the discussion of the programs to look forward to and election of priority projects in accordance to Barangay Bottom-Up Budgeting of the Department of the Interior and Local Government (DILG).

Capt. Abad received two standing ovations – before and after the SOBA proper – and 23 rounds of applause from the moment he said the first word until he finished his last sentence.

Generally speaking, the captain’s 5th SOBA was a great success as he was congratulated by almost all the people present in the event such as:

his family and relatives;

the barangay council;

barangay employees and volunteers;

purok (area) leaders;

homeowners’ association (HOA) presidents;

community-based organization heads;

2nd District Representative Winston “Winnie” T. Castelo.

Each of the city officials, as well as, the barangay council members, had the chance to greet the audience.

The Technical Committee comprised of: Sec. Misolas; Marizen “Zen” V. Misolas; Arcon “Choi” PascualJesus “Boyet Pascual” Agomaa; Bernard Paulasa; Elenito “Ka Ely” dela Cruz; and, the secretaries of the kagawads namely, Leticia “Letty” B. SamarFreda D. TalatayodSoledad “Sol” L. MerdegiaCherly “Che” E. PadernalPaul “Arepee” H. Zapata, Aloha S. GozonAlejandro “Pgurl” Cabello, Jr., Susan E. BobilesMarita “Marie” V. LopecilloMary Ann “Gaygay” B. Linga, Nelsa A. AstorgaJocelyn M. Dalumpines and Elena “Ellen” S. Reyes; chose a music video of the “Lupang Hinirang” and “Walang Hanggang Pasasalamat” for the singing of the Philippine National Anthem and Invocation, respectively.

Bgy. Sec. Misolas served as Master of Ceremonies and overall program coordinator.

Meals were shared to all spectators.

Capt. Abad, the man of the hour, stayed for a few more minutes for picture-taking.
