The regular flag-raising ceremonies, usually held at the Saret Covered Court, was conducted at the Consti Covered Court on September 21, 2015 (Monday) from 8:00 to 10:00 AM. The change of venue was decided by Captain John “Jojo” M. Abad for enforcement of barangay personnel visibility on Congressional Street, Batasan Hills.
The decision arose amidst an impending fencing of a parcel of land that will be carried out by Laverne Realty and Development Corporation. Bonafide residents and beneficiaries of the National Government Center (NGC) Land and Housing Utilization Act of 2003 have long been wanting to win their battle against Laverne Realty and Development Corp., which reportedly won a bidding held by the Quezon City (QC) government without notice and due process to persons having legal interest in the 2,110 square-meter property within an area covered supposedly by Home Guaranty Corporation, a government agency mandated to act as trustee of property under Republic Act 9207.
In as early as 6:00 AM, members of the Loyalty P.I.P.O.L. Watch, Incorporated marched to Congressional Street to guard the vicinity. They were followed by other marshals like Barangay Public Safety Officers (BPSOs), traffic enforcers, environmental police, street sweepers and barangay staff a couple of hours after.
With Barangay Secretary Edwin P. Misolas as master of ceremonies, the program went on as how it should go. The opening prayer was led by Lupon Tagapamayapa (peace-keeping committee) Benjie Martin. The Philippine National Anthem was conducted by Kagawad Filomena “Luming” V. de Guzman’s secretary, Nelsa A. Astorga. The Philippine Patriotic Oath was initiated by Kgd. Ernesto “Ernie” S. Custodio’s secretary, Mary Ann B. Linga.
Dakila Block 5-A Homeowners’ Association (HOA) president, Vilma Besa Monahan, was given an opportunity to thank everyone for their support in her HOA’s endeavor. Then, a group of senior citizens lightened up the setting through their dance number.
Lastly, privilege speeches from Liga ng mga Purok Leaders (league of area leaders) president Wenky dela Rosa, Kgd. Custodio, and Capt. Abad were delivered.
Any representative of Laverne Realty and Development Corp. did not go near Congressional Street at any time that day.
