The Batasan Hills Council has always been consistent in the conduct of dialogs among the officers, Board of Directors (BOD) and members of the SANAPA Federation. SANAPA stands for Samahang Nagkakaisa sa Palupa. The league, composed of various organizations from the Eastside of the National Government Center (NGC) in Quezon City, is the official representative of the urban poor community to the NGC Eastside Development Committee reorganized by then Republic of the Philippines (RP) President Joseph Ejercito Estrada in 1999.

The actual description of the NGC Eastside is:

east of Commonwealth Avenue, bounded on the north and northeast by the property of Eulogio Rodriguez Inc., on the east by the Philippine Sugar Commission, on the southeast by Filinvest Homes and Dolor Subdivision and on the south by Capitol Bliss Subdivision, containing an approximate area of 2,380,000 square meters.

As the description speaks of an area mainly situated in Batasan Hills, Captain John “Jojo” M. Abad and Kagawad Luisito “Tata” Z. Ludovica, chairmen of the Land and Housing Committee, have been making it a point to be in the loop when it comes to communications among SANAPA Federation; the Housing and Land Use Regulatory Board (HLURB), a national government agency tasked as the planning, regulatory and quasi-judicial body for land use development and real estate and housing regulation; and, the National Housing Authority (NHA), a government-owned and -controlled corporation under the administrative supervision of the Housing and Urban Development Coordinating Council (HUDCC) and classified under the Infrastructure Utilities Group (IUG).
